President of the Public Procurement Authority confirmed for another five years

At its renewal meeting, the Council of the Public Procurement Authority (PPA) elected Dr László Kovács as its chairman for another five-year term, according to a statement issued by the organisation. With more than two decades of experience in the field of public procurement, he has been the chairman of the organisation since 2020, having previously served as secretary general of the Public Procurement Authority for several years.

He identified the elimination of anti-competitive public procurement as an important objective

Following his re-election, Dr. László Kovács underlined that significant achievements have been made in the last five years in the development of the Public Procurement Authority's activities, saying, "It is a great honour for me to continue the work started as the Chairman of the Authority."

Turning to its future programme, the Public Procurement Authority has identified as one of its main objectives an effective control system to detect and correct irregular and anti-competitive public procurement. "This is essential to enhance competitiveness at home and, indirectly, in Europe."

It also highlighted the need to further improve the efficiency of control processes and to make wider use of experience in the field of public procurement control, thereby helping contracting authorities in their procurement procedures.

"And we are also exploring the possibility of using artificial intelligence tools to ensure even more thorough checks," he added.

Sustainability is also a priority

The re-elected President of the Public Procurement Authority also stressed that an important goal of his programme is to make the organisation an indispensable actor in the public procurement debate, to further strengthen its international role and to deepen existing professional relations.

"We will continue to place great emphasis on professional support for Hungarian SMEs in order to ensure that they can continue to be a key player in the Hungarian public procurement market. In addition, sustainability and the wider dissemination of sustainable procurement practices is also a priority objective for the period ahead"

Dr László Kovács graduated in law from Eötvös Loránd University, then in law and economics from the University of West Hungary.Between 2004 and 2009 he worked as a legal advisor and then as a professional advisor at the Secretariat of the Public Procurement Council, and since 2010 he has been the head of the Council's Legal Department.

From 2012, he was Deputy Head of Department and then Head of Department of the Public Procurement Legislation Department of the Ministry of National Development, and from 2014, of the Prime Minister's Office. From 2017 he was Secretary General of the Public Procurement Authority and since 2020 President of the Authority. He was involved in the drafting of both the new Public Procurement Act of 2011 and the new Public Procurement Act of 2015 and its implementing regulations.
