New terminal, passenger piers and railway station: Budapest Airport is looking for designers

Budapest Airport Budapest Liszt Ferenc International Airport Operator Zrt. intends to conclude a framework agreement with several tenderers for a period of 96 months for the planning tasks of the Liszt Ferenc International Airport"s long-term development programme – according to information available at TED.

The aim of the procurement is not to plan a single investment project, but to carry out the technical preparations for a development programme spanning many years, which will involve a significant expansion of the airport’s passenger and operational infrastructure.

The developments include the design of a new ground-side terminal building (Main Terminal Building – MTB), the refurbishment and expansion of the existing T2A and T2B terminals and the SkyCourt, as well as the construction of new passenger piers. The programme also includes the development of airside areas, taxiways, utilities, transport links and other support facilities.

Public procurement does not automatically result in an order being placed with the successful tenderers. Budapest Airport will enter into framework agreements with several tenderers. Specific design tasks will then be allocated through so-called re-competitions.

This means that, for each individual development element, the parties to the framework agreement submit a new tender for the task in question. Contracts are awarded solely on the basis of the results of these individual tenders.

According to the documentation, design contracts worth as much as 10–12 million euros may be awarded simultaneously during the reopening of the tenders.

The planning work affects the entire airport infrastructure

According to the public procurement documentation, the design of a wide range of different types of buildings and infrastructure may be required under the framework agreement.

As part of the development programme, plans may be drawn up for, amongst other things:

• for the development of the T2A and T2B terminals and the SkyCourt;
• to the new passenger pier marked „E”;
• a new terminal building;
• air traffic aprons and taxiways;
• facilities associated with running tracks;
• control tower;
• aircraft hangars;
• multi-storey car parks;
• to the railway station;
• hotel;
• energy centres and utility buildings;
• a geothermal power station;
• roads, car parks and other support systems.

According to the documentation, the design of a building with a net floor area of approximately 30,000 square metres, as well as an airside apron and taxiway covering approximately 175,000 square metres, is expected to be carried out simultaneously.

The contract covers the entire design process

The role of the selected lead designers will not be limited to developing architectural concepts. Individual contracts awarded under the framework agreement may cover the entire design process for the projects, including

• the preparation of an investment programme;
• the development of conceptual designs;
• the preparation of draft designs;
• the preparation of plans for approval;
• compiling authorisation documentation and providing support for obtaining authorisations;
• the preparation of construction documentation;
• as well as providing design support for public procurement procedures aimed at selecting contractors.
