Rákosrendező - Design competition published
An urban planning and public space development design competition has been announced for the utilisation of Rákosrendező. The announcement is available on the EU public procurement website (TED) at https://ted.europa.eu/hu/notice/-/detail/630779-2025 states that the capital's goal is to create a 21st-century district that sets an example in terms of environmental sustainability and social solidarity.

The aim of Budapest Főváros Vagyonkezelő Központ Zrt., as the contracting authority, is to select the design team that will
- prepared to take on the tasks involved in preparing a complex, large-scale project;
- looks to the site as a source of creativity;
- can turn visionary ideas into reality with engineering precision;
- can mobilise a wide range of expertise;
- has the knowledge and ambition to design an exemplary neighbourhood;
- combines an innovative approach and respect for tradition;
- expertise in all aspects and scales of urban, architectural-landscape-technical planning.
What goes into the master plan?
Following the design competition procedure, a negotiated public procurement procedure - without publication of a contract notice - may be carried out and, on the basis of this procedure, a design contract for the preparation of the master plan and the public space development plans may be concluded.
The master plan shall include, inter alia: the future structure of the area, the intensity of development, the basic architectural character, the functions to be accommodated, the green space system, the transport system, the utilities network and the public infrastructure.
The procedure will consist of several phases, 16 applicants will be invited to submit an entry
The design competition procedure consists of two phases. In the first, the contracting authority decides on the suitability or otherwise of the candidates to perform the contract and selects the suitable candidates to be invited to submit a tender.
The participation phase is open and any interested party may submit a request to participate,
and the number of candidates to be invited after the evaluation and closure is 16.
In the second phase of the procedure, only candidates who have been qualified by the contracting authority and invited to submit a tender may submit a tender.
A minimum of 25 hectares of contiguous urban park
The total planning area for the planning application is 244 hectares, of which 149 hectares are in the narrow development area. The latter is entirely brownfield land.
The developer plans to create a mixed-use neighbourhood on a 50-60 hectare area of Rákosrendező, which will also serve as a neighbourhood centre, containing public institutions, cultural and recreational functions, but will be essentially residential-dominated, and will also function as a traffic-calmed zone.
It plans to create a contiguous green space (urban park) of at least 25 hectares by recultivating former railway industrial sites and restoring the Rákos stream to its natural state or by creating a natural water surface and a rainwater pond along the stream bed. The Rákos Settlement should be connected to the main cycling network in Budapest.
Applications are welcome until 4 November
The development area is located next to the Budapest-Nyugati pu. - Vác - Szob railway line, which is part of the trans-European transport network (TEN-T network). According to the relevant transport development documents, the passenger traffic of the railway station and the associated intermodal hub with metro and tram interchange will exceed 20,000 passengers per day in the future.
The call for tenders includes the criteria for the evaluation of the design competition, the award of the prize and the composition of the jury. Among others, Andreas Trisko, Director of the Urban Development Programme of Vienna, and Petr Hlaváček, Deputy Mayor of Prague for Spatial Development and Urban Planning, were among the members of the jury.
