The tender for Budapest’s 5th District was won by URBAN-LIS STÚDIÓ, whose task will be to design the city centre as it was in the 1930s.

public procurement tender URBAN-LIS STÚDIÓ Kft. Under the 187 million forint contract, the firm will be tasked with drawing up a vision for Budapest’s city centre and determining where, what and how buildings may be constructed or renovated within the district.

Experts must assess the current situation and put forward regulatory proposals and a range of development scenarios that set out the direction for making the district a more liveable place. In addition, they will review individual applications for amendments to the building regulations, provide expert advice to the local authority, and manage the official planning permission procedures; staff from URBAN-LIS will also participate in person at public forums and consultation meetings.

Two factors make the planning process particularly complex: on the one hand, the densely built-up historic urban fabric of District V, which is protected as a World Heritage Site and a listed historic area; and on the other hand, the heightened security environment resulting from the presence of numerous diplomatic, consular and government buildings.

Designers must therefore not only comply with strict heritage protection requirements, but also meet national security regulations, which in some cases involves handling confidential information and undergoing security vetting by the authorities.
