Erzsébetváros is preparing for a project of historic proportions: a council-owned block of flats is to be built
EVIN Erzsébetvárosi Ingatlangazdálkodási Nonprofit Zrt. has published a call for tenders in the EU Public Procurement Bulletin published a call for tenders for the general construction of an 80-flat municipal rental block on Verseny Street.
According to the Erzsébetváros newspaper reports that the six-billion-forint project is the largest investment in the local council’s history since the change of regime.
A newly built residential building with communal facilities
The project involves the complete construction of a residential building comprising a basement, ground floor and six upper floors, containing 80 flats and a space for community events. The aim of the development is to create a modern, multifunctional residential environment that caters not only to housing needs but also to community requirements.
The development comprises two building sections: the „A” wing will house the communal area, whilst the „B” section will consist solely of residential units. A relaxation garden will be created between the two blocks, featuring vegetation planted across several levels and a communal area to enhance residents’ daily lives.
Underground car park, green courtyard and state-of-the-art infrastructure
An open-plan underground car park will be built on the basement level, which will accommodate parking spaces for individual flats as well as public parking spaces. According to the plans, five electric fast-charging stations will be installed, and two accessible parking spaces will also be provided.
The building’s façade is constructed partly with thermal insulation plaster and partly with fibre-cement cladding, meeting the requirements for a „nearly zero-energy building”. Residents’ comfort is ensured by two passenger lifts, each with a load capacity of 1,000 kilograms and capable of carrying 13 people.
Significant technical content and complex construction
According to the public procurement information, the new building will be constructed as a terraced development adjoining three existing houses, with a total net floor area exceeding 7,500 square metres.
A key task during construction is civil engineering: the excavation is being carried out using vibration-free technology, and extensive soil stabilisation and foundation reinforcement are being carried out. The basement level is situated more than 3.6 metres below the average groundwater level; therefore, the use of watertight reinforced concrete structures is necessary to ensure durability and safety.
The building’s structural framework is a monolithic reinforced concrete system, constructed using more than 6,300 cubic metres of reinforced concrete, according to the notice.
During construction, eight separate fire compartments will be created in accordance with fire safety regulations, taking into account architectural, mechanical and electrical considerations.
The deadline for submitting tenders is 21 May 2026.
