A further section of EuroVelo 14, which links wetland habitats, is set to be completed in Hungary

The winner’s task is to design and construct over 30 kilometres of cycling infrastructure between Tiszafüred and Hortobágy.

The Építési és Közlekedési Minisztérium project was published in the EU Public Procurement Bulletin published a call for tenders for the design and construction of the Tiszafüred–Hortobágy cycle route. The procedure was published as a conditional tender. The section forms part of the EuroVelo14 international network, and the development of the cycle route between Tiszafüred – Hortobágy Fishpond – Balmazújváros – Debrecen is classified as a priority investment from a national economic perspective.

The successful tenderer is responsible for preparing the full set of construction drawings based on the existing planning permission drawings and the issued planning permission. As part of the design work, the successful tenderer will also assist in the conclusion of tripartite utility agreements between the utility providers, the contractor and the client.

Over thirty kilometres of new cycling infrastructure

As part of the development, a total of more than thirty kilometres of cycling infrastructure will be created using a variety of technical solutions.

According to the plans

  • A 22.3-kilometre-long dedicated, tarmac-surfaced cycle path is being built;
  • A 9.7-kilometre stretch of asphalt-surfaced road is being built along the embankment,
  • A cycle path will be constructed along a 2.9-kilometre stretch of embankment with a stabilised surface.

In addition, a 1-kilometre-long cycle lane marked out with traffic control measures will facilitate cycling, and a 1.2-kilometre-long footpath and cycle path will be constructed. As part of the project, a cycle bridge over a canal will also be built, and the decking of a wooden footbridge, covering an area of around 100 square metres, will be renovated.

The facility will be constructed as a dedicated cycle path, with a two-way, 2×1-lane layout. The design speed will be 20 kilometres per hour.

An important junction and a new bridge are also being built

One of the key junctions of the project is located within the Tiszafüred–Hortobágy Fishpond project area, at kilometre marker 28+770, where the route crosses railway line 108. As part of the project, a new bridge structure will be built over the Árkus Main Canal at kilometre marker 23+803. The planned bridge will have a clear span of 15.3 metres.

Plans must also be drawn up for the replacement of all utility services within the development area. In addition, the successful tenderer is responsible for reviewing railway crossings and safety measures, and for coordinating these with the railway operators. If necessary, the planning permission may need to be amended, and a permit specifying the safety measures must also be obtained.

A rest area and a traffic counter may also be built

During the preparatory work for the construction, local developments must also be taken into account, and the plans must be adapted to these where necessary. A rest area must also be planned along the route, and the possibility of providing drinking water at this location must be assessed.

The task also involves assessing whether the sections with paving stones can be replaced with asphalt surfacing. If this is deemed appropriate, an application must also be made to amend the planning permission.

As part of the project, a traffic counting system must also be designed alongside Main Road 33, within the administrative area of Tiszafüred.

Consultations on nature conservation and water management are also required

The successful contractor will be responsible, in particular, for planning and obtaining permits for utility relocations, preparing the ERD 2 documentation, and planning the organisation of the construction works. These must be coordinated with the Hortobágy National Park Directorate and the Tiszántúl Water Management Directorate.

As part of the project, dredging of the Western Main Canal must also be carried out between kilometre markers 20+150 and 23+000 of the Tiszafüred–Hortobágy Fishpond project package. The dredged sludge must be transported to a disposal site, which must be agreed in advance with the relevant operators.

Part of an international cycle route

EuroVelo 14 – Waters of Central Europe is one of the west–east routes in the European EuroVelo cycle route network, running through Austria and Hungary. This themed route passes through numerous water-related sites, including river valleys, lakes and spa towns.

The route between Zell am See and Venice, which joined the network in 2020, already has designated sections, and in Austria it links several major cycle routes – such as the Tauern, Enns and Mura cycle routes. The Hungarian section passes through the Őrség National Park and the northern shore of Lake Balaton, whilst the completion of further sections linking Budapest and Debrecen is expected in the coming years.

The deadline for submitting bids is 17 April 2026.
